Put it in C:\Dokumente und Einstellungen\My Username\Anwendungsdaten\4D\com.aparajita\icu Still got the ICU init failed error. To rule out localization issues I tried as well C:\Dokumente und Einstellungen\My Username\Application Data\4D\com.aparajita\icu Still got the error.
