Meanwhile I was able to track the condition for the ICU init failed error to occur. It is dependent on the actual value for the used 4D cache memory.
It doesn't matter whether I set a fixed value or let 4D dynamically calculate the size. But any value above 1749 MB triggers the ICU init failed error. With 1749 MB and below, Active4D initializes correctly independent of how I start the database. Probably some limitation of 4D running in 32 bit. The machine has about 3GB of RAM available and according to the 4D server manual, the 4D cache can be up to 2000 MB. So even with a 1750 MB cache there is still more than 1 GB RAM available for XP and other apps. I wouldn't expect to have hit a memory barrier already. :-/ Anyhow, I can live with a 1749 MB cache for the time being.
