Number 5.1 paragraph No.3

"The LIR must confirm it will make assignment(s) from the allocation."

so the LIR opened and requesting the /22 only for selling does not
fullfill the policy. Without a real assignment , the /22 may never be
sold, as the LIR first need to fullfill his confirmation
