It looks like launchpad.net is a (webbased) tool for handling the
message catalogues created by gettext. So things should be pretty
familiar to you.

It even seems that you can upload .pot files there and then translate
those through the launchpad interface. Not sure what's required for
this, though. But perhaps anyone with an account can do that.
