Most transfer switches are latching relays - the coil is only used to switch 
them from one state to the other.   A latching relay does not require power to 
stay in a given position.

A really simple solution is a contactor (heavy duty relay) with the utility 
power wired to the coil to hold the relay on when utility power is available 
with the power wired through the NO contacts (normally open contacts), and the 
generator power through the NC contacts.   Or reverse that so that de-energized 
relay supplies utility power and when you connnect the generator it pulls in 
the coil, disconnects the utility, and puts the load on the generator.
