Implemented as a feature, and for plausible scientific reasons, I think it is improbable that a consciousness-enabled core could be protocol agnostic and remain functional.
IMO, the simplest design for an agentic neural network would be to define a quantum-enabled API. Non-core nodes would not have to replicate/inherit the consciousness feature. For "localized" agentic topology, it could be scaled to be logically protocol "agnostic", only because access could be granted against a "shared", superdeterministic protocol set.
