IMHO, just making Save function always enabled is considered regression. 

If we try to do so, we would need to add something that indicates the status 
of modification. For instance, a graphical image plus text message saying 
either "Not modified" or "Modified."

 a) Save function always enabled plus status indicator of modification
 b) Save function depended on the status of modification (current 
implementation)
 c) Save function always enabled

Our OpenOffice.org are currently classified at the level b) and some users 
find it unsatisfied. Always-enabled, c), however, could be considered 
downgraded 
by other users. So we can devise means to satisfy both groups of users, a). 

Well-designed software clearly reacts to a command issued by a user. 
 1. User ordered something.
 2. Software responses by showing something such as clock-shaped mouse cursor, 
    changing color of icon button or window, activating a progress bar, etc.
 3. Software reports the result of the action by showing something such as 
    changing color of window back, changing shape of cursor back, or showing a 
    dialog window to report an error, its cause, and possible ways to recover 
it. 

BTW, definition of modification is probably quite simple. 
Think of the following steps: 

 1. Do something.
 2. Attempt to close the document.

If OpenOffice.org warns at the step 2 telling "Your document has not been 
saved yet," the document is considered modified. 

Changing location of cursor on Writer, changing active cell or sheet on Calc, 
changing current slide on Impress, zooming in/out a document, changing the 
size and/or location of window, etc. are not considered modified. 

Such actions should not be warned upon closing the document regardless of 
saving it. But the results of the actions could be preserved by intentionally 
saving the document and be retrieved later by loading it.
