That's a good thing to start with. I think the interpretation is done by 
the editorial staff so there is wiggle room. But "popular" is likely to be 
in the tens of millions, and "more than one" seems to be fairly common, 
although there are exceptions.

A quick perusal of the top charts indicate a high percentage of the Top 
Free apps are Top Developers, and a smaller percentage of the Top Grossing 
apps are. I already suspect that a single app with high revenue in a niche 
market doesn't count for much. I suspect it is a high volume that counts at 
least to get their attention. High volume apps probably do make a bit of 
money in one way or another, not all of which are trackable in Google Play.

The instructions state: "Top Developer is a badge recognizing established, 
respected developers for their commitment to launching high-quality and 
innovative apps on Android. The Google Play editorial staff selects 
developers awards a Top Developer badge from time to time, based on the 
cumulative work of the developer."

I don't know what "established" means, but I hope they are not looking at 
my office building in Google Earth. I would say I am respected by some of 
my customers and disrespected by others. As far as as respect from the 
Google Play team, I suspect I get some, but not much, because, for example, 
I only got replies to comments a week or two before everyone got them.

High quality could be ratings or error logs. Innovative is subject to 
interpretation. 

I wouldn't expect my existing app(s) to get their attention.

So I'll just plan on having four apps with 10 million installs each by 
springtime, and go from there.
