That may or may not be a productive question if I open up a line of 
communication. I'm asking how *I* can become a Top Developer, and if 
whatever someone else did won't work for me, then I'd like to know what 
does.

Unfortunately, there is likely something to that. Nowhere does it state 
that their intention is to help developers that need the boost. Nor do I 
expect anything altruistic in the program. They may very well target 
developers that will make them look better too, or showcase some technology 
they are pushing, like using Google+,Game Services, or Admob exclusively. 

They state "Top Developer is a badge recognizing established, respected 
developers for their commitment to launching high-quality and innovative 
apps on Android."

Established and Respected might very well be satisfied by being a "well 
known brand". And it does say apps (plural) in the sentence, but it also 
has the word commitment. If they are a respected brand, and have a good 
relationship with the Google Play Editorial team, they may believe in their 
commitment without proof

They have no reason to believe me about whatever future innovative apps I 
am "committed" to bring to Market. After all, I've been in Google Play for 
three years and have only produced one (1) app, and it has only been 
featured once. Such an underachiever in their eyes I must be. ;) Well, I 
will show them.
