you need to befriend them harder :-) like, befriend the fuck out of them :-P meeting the right people can get you things (we got the dev reply option like a year in advance and even a free ticket to Google I/O)
I think it's more of a thing where they use it to get publicity to themselves... if an app gains enough publicity on its own, the dev will get this badge just so google could say "look at us, we 'made' a successful developer! now write more successful apps that get us revenue and you'll be top dog yourself!"
