This tool has multiple uses. Go back and read the thread. For the tool to simply exist is not a crime no matter how much you want it to be. The tool itself doesn't go out and commit crimes, it takes a criminal for that to happen. Criminals were around long before the tool was. Even if you made the tool go away you'd only be keeping the honest guy honest.
