As a non-Googleite I can see how you could be in breach of their ToS;

Section 2.2 of the Maps API says has a list of things you can't do, and 
as the last bullet point it has;

- remove, distort or alter any element of a Google Brand Feature (this 
includes squeezing, stretching, inverting, discoloring, etc.).

Also, section 1.4 doesn't limit prohbited use to just real time stuff. 
part (a) says;

"(a) real time route guidance (including without limitation, 
turn-by-turn route guidance and other routing that is enabled through 
the use of a sensor)"

So it's basically prohibiting "turn-by-turn route guidance" as well as 
"other routing that is enabled through the use of a sensor", not just 
prohibiting "turn-by-turn route guidance that is enabled through the use 
of a sensor".

Basically I think you're stuffed as far as using the Google Maps API goes.

I guess the only options are another data free data source,  paying a 
license to a map data provider, or paying to construct your own maps so 
you can give them to everyone else freely :).
