We also experienced this and after all normal research failed to turn anything up we opened a BMC Support ticket. No luck from that - the response was basically that it was operating as designed. We submitted an enhancement request.
One very important observation that a colleague made was that the slow response is enabled by having the Details view open in the Admin Tool.
