The problem is that the user isn't 'Logging Out', likely just closing their
browser window...which leaves their session active till the session times
out.  If they logged out, they likely wouldn't experience this issue.

The second scenario is the case here. So, what is the resolution? Is there
something on the server that I need to update, or is it just that she is
logging in too quickly since last logging out? 

Do I need to check some settings in the admin web page to see how long it
holds on to licenses?

This happens under the following scenarios:
- user is logged in via user tool, then logs into mid-tier (even from same
machine or view field in user tool that points to mid-tier)
- user is logged in via mid-tier, closes browser window, then
reauthenticates to mid-tier (even from same machine)
