If your clients are using a "standard" corporate desktop, why not design and build the form to fit within that ? I have had to do this numerous times, e.g. standard 17" monitor @ 1024 X 768 resolution - allowing for field changes via workflow (hide / display). Using page fields, etc it is normally possible to avoid scrolling. It is challenging but does make for a happier user in either client at the end of the day.
