The encrypted password ion the config has nothing to do with the User form.  It 
is the password for the ARADMIN user in the database.

Are the Remedy services running?  What happens if you try to restart the 
services?

You should have lines like the following in your config file:
   Db-password: EncryptedPassword   
   Dbhome-directory: path\to\Oracle\files   
   Oracle-Two-Task: remdev   

"Oracle-Two-Task" is the entry name in your tnsnames.ora file for the Remedy 
database

Yes, I can connect to the DB with SQL+.
 
In the ar.cfg file there are no entries with encrypted password, because the 
installation cannot import neither the User form nor the User's data. (There 
isn't a Demo User).
 
Which one are you telling?

Check that you can log in to the database with SQLPLUS.  If so go into the 
ar.cfg file and replace the encrypted password with the correct one (The system 
will re-encrypt it for you, but it works un-encrypted as well)

Please check if you are you using Oracle9i client between ARS6.3 and Oracle 
10g, if not can be the catch point.
As ARS6.3 has no direct compatibility to 10g.
