Interesting that you say this. I saw an issue where an ITSM 6 had its ARS upgraded to 7.1 and this issue popped up as prior to 7.1 the groups values were as you describe (but not on every record!). Problem was fixed with a 5 minute Meta-Update script to update said records into the correct format. Since 7.1, ARS enforces the group list fields syntax so that "%;x;%" will work.
