The BC Hotel was pre-existing and had made a comeback over the years 
in spite of the lack of redevelopment. Its size and use made it 
undesirable for condemnation. The same for the Empress, it was being 
rehabed as a gay enclave. They were written into the plan to be saved 
unless eminent domain were needed to secure the reopening of 6th Ave 
or the Empress was not substancially completed.

The only other hotel site is that between the Casino and former 
Palace site. That property (city owned at the time) was originaly 
being retained as an open public plaza. When the Palace/Tillie issue 
came to a head, that land was rezoned as a 'potential' hotel site to 
reflect the character of the Palace and have a place for 'Tillie'

The BCH was a keeper as it was pre-existing.
The Empress was a keeper if rehabilitated
The 'Palace' hotel was added to placate the Save Tillie folks.
(or as an additional land grab of public property)

The inclusion of hotels does not signal that the plan was to 
accomodate visitors. 2 existed and will have parking issues. The 3rd 
was to deal with the Palace/Tillie (or get more public property for 
development)

It would have been much more appropriate to keep that area an open 
public plaza and designate the C-8 site as a high end hotel. 
Centrally located, 3 level parking garage already on site...

Parking was never properly addressed for hotel patrons, beach 
visitors, or C-Hall/Paramount patrons. We are short several thousand 
parking spaces. The 'visitors should go elswhere' mentality.
