No doubt, but there are going to be many situations on Asbury Ave west 
of the tracks where people own their homes and don't have much if 
anything to comply. Do you fine the bejeezus out of them and then move 
to take over their homes when the fines are not paid? But in essence, 
yes, code enforcement and what you suggest would make a difference. But 
why is it not being done now every where? I could see temporary 
situations of trash etc., because it blows around but there are many 
places where the front yards look like hell. ANd many of those are of 
course rented by absentee landlords.
