......On the severely depressed west side of town, where the first 
construction in 16 years took place a year ago with the completion of 
six town houses, Mr. Addeo said that the city now hoped to build a mix 
of 60 attached and detached homes. They would be on a five-acre urban-
renewal site long Lake Avenue, west of Memorial Drive, and would be 
priced at less than $80,000 each. 

The city, he said, should be making a decision within weeks on a 
developer for the project. Currently, two are in the running: the 
Harris Development Corporation of Newark and the Urban Home Ownership 
Corporation, a nonprofit group based in New York City.
