More importantly is power. The power to make decisions that have major, major impacts has to be changed - somehow. I guess you can only vote based on how informed you are, your advice of hired experts (independent) and your own professional experience. You can't be right all the time - but a 90% avg would be pretty good.
Maybe that's where MM is thinking - you have to truly understand development, financing, marketing and how to utilize money effetively to produce a return. You can't tell me if given several hundred million/year to run this town and schools, MM might be able to pprovide for the entire community ove the next 5 years ($1 billion).
