In most great places they are free.
Many years back it made some sense. Asbury's 17,000 locals had to
pay, but they were making a furtune back when the City had 150,000
tourists bedding down on a Saturday night.
If you look at the numbers today, we're just taxing ourselves.
The whole thing was premature.
