Well, I don't wish to belabor the point, but while I think everyone can agree with what your saying here, I still don't see how the city "blew" anything vis a vis the Hall of Fame. When you used the adverb "again" after "blew it", that sounded like there was an opportunity the city had regarding this particular exhibit, and that they lost that opportunity through inaction.
