They should get 100 per employee that wants to take a city spot that could otherwise be generating revenue. That's why MM should be providing a lot that doesn't require them to take the revenue generating spot. The city shouldn't lose money on those spots simply because an employee parks there all day. It's MM's issue, the city is right.
