No, race has nothing to do with it, and wealth doesn't always either.

When I was a landlord (a house in MD that I co-owned), I was extremely
cautious about who I rented to.  I wanted references, and wanted to ensure
that their previous dwellings were left in good shape, that they were not
trouble in any way.

Now I am sure that there are people who commit crimes that also are very
nice tenants, but I think that is not common.  It would seem that if the
landlords have to fix the place up, they would be very concerned about it
being kept nice, so would be more inclined to screen applicants carefully.

as a landlord, you can get he place ready for a co and pass - then the
tenant moves in.

Sometimes you get good tenants - and sometimes not,

And that doesn't matter rich or poor nor by race.

And the system doesn't make easy to evict a tenant either.
