No doubt.  Many products haven't had and still don't have the ability to 
do multiple DNSBL hits for a block.  I never would have touched SpamCop 
prior to that ability being added to ASSP.

That's not the way its supposed to work from my discussions with on the 
forum admins.  I believe the minimum block length is an hour.  It is 
increased from there based on how many reports there are and where they 
come from.

This is all based on my research in the past 6 months.  YMMV, now or in 
the past.
