Is eth0 a separate card? If so pull it and then re-boot the machine. I've seen this before on Dell's. What happenes in that the PnP BIOS re-orders things according to the phase of the moon. I think what happened when you put in the secod NIC is that it moved the primary NIC to the same IRQ as the USB.
When the machine comes up with no primary NIC it *should* drop the reference to the NIC being on the same IRQ as the USB. Put the card back in and bring it up. This time the machine *should* assign the new device to an available IRQ. The usual health warnings apply.
