I used the build engine to create a new 1.0.3 image and the symptom persists.
That is, using the web interface to "Restart UPS daemon" results in an "Action
Failed" error. Likewise, trying to run apcupsd from the command line gives a
"cannot execute binary file" error.
The upgrade to 1.0.3 was otherwise successful.
Please don't fuss with this on my account. This is at my home PBX and we can
usually tell if the power has failed. I'll just wait until the official
release comes out from Darrick.

To be clear, you built your image using the build.astlinux.org build engine ?
If so, that is the issue, the build engine is a x86_64 host and caused a
problem cross-compiling with the APC UPS daemon.
As Darrick mentioned, the problem has been fixed, and you can use the build
engine to create a new 1.0.3 image, or wait shortly for the official release
from Darrick.
