Hi,

The easiest way (not the fastest or best though) to translate Audacity  
interface is
Transifex:

https://www.transifex.com/klyok/audacity/

Surely, the screen reader for your browser is needed as well.

1. Ask for a new team by clicking "Create new translation team", choosing  
"Hebrew (he)" from drop-down list then clicking "Request".

2. Wait awhile for approval.

3. Upload the old translation for the interface. The file is here:

https://github.com/audacity/audacity/raw/master/locale/he.po

Click on "Audacity" resource on the Hebrew Audacity translation page, then  
click on "Upload file" and choose the "he.po" file that you have  
downloaded earlier.

4. That's it. Just click on "Translate" button and begin to translate.

Audacity manual is on wiki here:

You need to ask developers to add your language there.
