You could try poedit https://poedit.net/ .
I think it is somewhat accessible. There is an add-on for it that enhances its accessibility: https://www.freelists.org/post/nvda-addons/poeditMadeEasy-Initial-Release-of-a-new-addons-for-enhancing-accessibility-of-poedit . The download link for the add-on is broken though and I don't know where the current download is. I only know where the source code is: https://github.com/dhankuta/poeditMadeEasy .
