Download this file:

and install some PO-editor (it would be nice to know your favorite  
operating system to give some recommendations).

Common PO-editors:

1. Virtaal (Linux, Windows, Mac):

http://virtaal.translatehouse.org/

2. poEdit (Linux, Windows, Mac):

https://poedit.net/download

3. Lokalize (best for Linux imho, but not so good for other OSes) can be  
installed from distro repos.

Open the file in po-editor and use screen reader to add missing  
translations. Ask if you have troubles.

Then save the results and send the file to the mailing list.

In case I misunderstood you and you meant something other than "the page  
does not use accessibility methods", you should sign up for Transifex  
account first (click "Sign up free"). ;)
