I think garchomp got somewhat toned down sometime afterwards, thankfully. But yeah, I tend to be very critical of dragon types, for that reason.
Balancing is always the hardest part of a game, especially in something like pokemon (it's even harder with something like manamon, when you're trying to introduce new stuff into a system that's already notorious for having weird balance issues/loopholes) where there are hundreds of individual variables, if not thousands. And pokemon has a professional team of many people working on it. I'm honestly impressed with this game, despite all my complaining, because Aaron doesn't have those kinds of resources, and yet he's pulled this off. There are balance issues, and there are descriptive issues, but it's a working game with its own set of bells and whistles.
SO I'm working on my zapistan, and I'm not quite sure when it gains its last attack, so I'm kind of worried about evolving i t. But as things gain in level and forms, it's becoming harder to raise level, because of the difference in power. Especially since I'm fighting things ten levels above it, in an attempt to get all the training points I can without having to use a life tonic. So does zapistan's evolution get everything zapistan does? If not, when should I evolve it?
