So I have a serious question and am looking for an honest and genuine answer.
Suppose today that I am using a product of one of the companies above that doesn't meet the standards of this measure. What is the right way to bring this to the company in question, and how does one get them to fix the issue?
At the moment you can't do anything, thanks to Trump shutting down the government... the FCC has been shut down as part of that, including the complaints portal.
But once that debacle is out of the way...
You can either get in touch with a company directly through the phone number they have registered with the FCC, or you can just go straight to the FCC. To do the latter you will need to send over details of the issue and how it could be fixed; the FCC will then act as mediators and open up a dialogue between you and the company, and give the company a 30 day window to resolve your issue. If it isn't resolved by then you can either extend the window to give them more time (if for example they've agreed a solution but won't be released until the next scheduled patch in three months time), or escalate it to a full complaint, though that's a full six month investigative process. You shouldn't have to worry about a company being deliberately obstructive; that's what the FCC's enforcement powers are there to discourage.

But, VERY important: the regulations ONLY apply to communications functionality (specifically - text chat, voice chat, video chat), and any menus or information needed to navigate to and use communications functionality. You cannot raise issues about anything that isn't related to communications functionality.
