Aprone... I think bladestorm was refering more to a business as one that was specifically dedicated to making games such as capcom, Namko, blizard, etc. But I see what you mean about the fact that whether you have a license or not doesn't necessarily mean bigger teams of people working on games. As for the projects themselves.. I definitely agree that there's only so much time developers are likely willing to spend as well as resources before they might want to see results from that in the form of sales... and though the money might not necessarily translate into better quality, it definitely gives the developer more to work with.
