For me the main reason for the functionality is to be able to move through a podcast or radio programme to get the part I want to listen to and using the current implementation on the SB makes it very hit or miss. Fortunately it is more possible to do so via the web UI implementation of AlienBBC although you unfortunately can't see how far through the programme you are.
I agree though that the manual in no way correctly reflects the actual ff/rw functionality.
