The EMU USB devices work very well on PC. I use an EMU0202 myself - wish I'd bought the 0404 now as it does a bit more (S/PDIF in/out). I believe the EMU stuff will also work on Mac, but will not support 24/192.
As Clive has said, avoid USB TT's - generally they are not good, either mechanically or electronically.
