The reason is that it is a fundamental principle of criminal law that if there is an ambiguity, the ambiguity is interpreted in favour of the defendant. So if there were an ambiguity in a regulation about whether or not oxygen is required at a certain height, the result is that it is not required. This is a crystal-clear example of why policing should be left to people with legal training - policemen and the Courts. Club officials should not usurp that role. In our sporting clubs we need sportsmen who know the sport and can pass their knowledge and enthusiasm to others. It would be a sad day if legal training became a necessity for officials of sporting clubs, and we who belong to sporting clubs should ensure that this does not happen. Leave policing to professional policemen.
