Yes you can have a set of national rules for a promulgated national comp.

Yes you can have a set of state rules for a promulgated state comp.

But i think the idea is if a STATE is having a STATE COMP then why re draft all 
new rules from scratch , i think the idea that is currently used is to take 
national rules as a template, COPY them ,then modify them for local conditions 
its simple to do you can modify a complete set of ruling in a mater of a hour 
with some savy cuttin an pastin with some seek and replace word with "   "  and 
violla State rules are born.

If this is so then you are not over riding national rules if it is not a 
national comp.

if you were to have a state comp run under national rules and some of the rules 
were modified for the state comp then Yes you would be over ridding national 
comp rules........ but this usally would be covered in a annex to the national 
rules.

pretty black and white to me , but then i'm not a comp pilot yet and should 
really keep my 2cents in the bank earning interest.
