Macca,

Current Nationals Rules (which in this area are consistent with World
Comps) specify an outlanding at the point of the offence for the first
airspace violation, zero for the day on the second offence, and
disqualification from the event for the third.  Both the Queensland and
NSW rules appear to be based on earlier incarnations of Nationals Rules
if what you say is correct. 

An outlanding before the start is effectively zero for the day of course.
