This is an inconsistent standard because as Level Two Instructor the
person can supervise a flying operation but could not go and operate
independently.

The uncharitable interpretation of that is that the 200 hours for
level 2 independent operator is nothing to do with safety or
competence but is just designed as a deterrent.
