Are you using operation scheduling or job scheduling? In my opinion, it is 
better to use operation scheduling, means that the system will calculate the 
scheduling based on the total availability of work centers in a work center 
group (for example, if the machine2 is not available at this time, when you run 
the schedule, the system will calculate the availability of the related work 
group of these 3 machines, and only consider availability of machine1 and 
machine3). You may try this one. And don't forget to select 'finite capacity' 
on the Production Parameter (on tab Standard Update). Hope can help.
