I thought this is him but it says he was from US???  There is more than 1
Frank Williams in the area and I think, of these, one was a mariner and one
was a farmer and one settled in Wellfleet (mariner) and one in Lakeville
(farmer).  Since several used the Williams surname could their surname have
been Wilhelm (I think Portuguese for William??? or some such variation???)

Frank Williams, 30, mariner, bark Evarista, sailing from Fayal, arriving
Boston July 5, 1866.

There is another, Frank Williams, 28, mariner,  who I think is same as above
sailing from Fayal on Barque Azor Oct. 1862 and it also listed from US.

I also found these Frank Williams:

Frank Williams, 33, sailing from Flores, Azores, farmer, arriving Boston
Aug. 27, 1870 aboard the brig Oriana.

Frank Williams, 30, laborer, sailing from Sao Miguel (St. Michael) arriving
Boston July 14, 1873 on bark Armizade.

PS:  I also found Frank and Mary Ann living in Lakeville in the 1880 census.
