No, not all distributions use SELinux. I know Fedora and Red Hat Enterprise Linux are the major ones using it. See Wikipedia [0] for other implementations. SELinux is nice, but since almost every package needs a specialised policy something often doesn't work when you install a package that doesn't come from the standard repositories. Someone could probably write a policy for BackupPC, but it can be a lot of working to get it right. See the "Writing SE Linux policy HOWTO" [1] for more information if you're interested.
