Grin. I screamed about this when I moved from 2.00.06 to the CVS
version a while back.

Some people told me to remove the package, but that's not acceptable
to my user community. I maintain xemacs and bbdb, among other things
at work and some people want access to the latest and greatest stuff
so I have an area set aside for those (people symlink to it in their
~/.xemacs/packages directory) and keep all the "stable" stuff around
for those who prefer not to live so dangerously. Finally someone
(sorry I can't find the message for credit purposes) responded with
the following for .emacs, which works:
(unload-feature 'bbdb-autoloads t)
(bbdb-initialize)
