Er, sorry, I misremembered. Setting the coding system in the local
variables part doesn't work because of the sheer ugliness of getting it
to work sanely with stateful encodings: see
<http://list-archive.xemacs.org/cgi-bin/wilma_hiliter/xemacs-beta/200205/msg00096.html>,
and I think there's something on comp.emacs.xemacs about this as well.

But coding cookies on the first line *do* work, despite what I just
said.
