You can get Xcode for free from the Mac App Store, whether you're a paid member 
or not. You may have to be a _registered_ developer to access the downloadable 
extras, but that program is free.

Go to developer.apple.com, and click the teeny-tiny "Register as an Apple 
Developer" link at the bottom of the page.
