There is an animated variant of png, mng. I am not sure what the support level is (besides that Mozilla recently dropped it), but it doesn't sound to hard if the program already supports png...

Or there is SVG, which is closer to Flash than anything else. Browser support is limited though, at least without a plugin. (Of course, Flash needs a plugin too...)
