Thank you for the clear bug report.
In tracking this down I have changed the way the installer unzip works a bit
and have added installer error messages that make problems like this much
more obvious.

And tell if this is not the case for you.
If your failure is in Vista Program Files, is the installer correctly
insisting on being run as admin?
If the failure is only with Vista Program Files then my guess is the
problem is because files have been changed (perhaps by JAL) and were
written to the user virtual store and that this messes up the unzip.
You can check what you have in virtual store by looking at:
\users\youruser\appdata\virtualstore\program files
You shouldn't see any j602 stuff there. If you do, see if deleting it
allows the install to complete.
Note: "program files" may be "program files (x86)" depeding on win64 and
J32 or J64.
