The formerly Burley booties are now available from CAT, based in Eugene: http://catoregon.qwestoffice.net/catstore.htm
Those folks also make a cape. I haven't tried either but I do have the original Burley booties. They work generally okay but the daily on/off routine becomes a chore after a while. Last winter I tried the Campmor's booties, which were a bit leaky and not very durable. The soul started to wear thin before the end of just one season. Can't recommend them. I too am toying with the idea of a Carradice cape but the windsail effect deters me. My big quest is for warm gloves that do well both in plain cold, and in cold rain. I wish the wool lobster mits made occasionally by SweetPea cycles were more widely available. I'm probably going to rig together a pair of my own from an old shrunken heavy wool sweater.
