A driver can see bicycles coming in the lane there. It is well-lit. Though a bike light does help even more. I always look to see if a bicyclist is coming before I turn at that intersection. But I know that is a bike lane, other drivers may not notice that. Is there a sign informing them?

If the westbound motorist merely had a green light with no protected left turn arrow, and the eastbound cyclist also had a green light, then, while technically accurate, it is very unlikely that would be how the average reporter would describe a crash in which a left turning motorist failed to yield to an oncoming motorist. Something like the latter scenario would usually described as X operator turned into Y operator, whether the operator failing to yield turned early enough that Y hit X, or late enough that X hit Y. the failure to yield is the salient point there, not precisely when the failure to yield occurred. In any case, the cyclist apparently did not have a headlight, which might have prevented this crash.
